Tone Rules: High-Class Consonants

High-class consonants (ข ฉ ฐ ถ ผ ฝ ศ ษ ส ห) default to rising tone in live syllables and low tone in dead syllables. Only mai ek (่ -> low tone) and mai tho (้ -> falling tone) are used. Mai tri and mai chattawa never appear with high-class consonants.
